Technical and financial expertise and creative designs
Province of Zuid Holland (Southern Holland)
- CFP Service: Housing
- Period: 2008, 2009
Marjorie van Breda, Department Manager: "CFP supported the province by presenting hard facts and creative designs for the relocation. The technical and financial expertise was particularly notable, in combination with the drive to provide the province with the optimal level of service."
Company
Of the twelve provinces in the Netherlands, Zuid-Holland (‘Southern Holland’) is the most densely populated, with 3.4 million people living in over 76 municipalities. The provincial capital, The Hague, is the home to the provincial government, as well as the national government, the Parliament, and the Queen’s residence. Over 2000 people are employed by the Province of Zuid-Holland.
Question
How can the Province of Zuid-Holland optimise its housing and adapt to the requirements of the province’s new style workplace?
Results
By working out several scenarios for housing, insight was gained into the potential savings under each scenario, including the period to recover the investment required for savings measures. CFP presented a creative design, a technical design, and a financial projection.
Case
The province of Zuid-Holland was looking for a new housing concept which would encompass the total housing situation managed by the provincial organisation. Topics to be investigated further included: technical realisation, costs and potential savings. For the purposes of this assignment, CFP entered into a very successful partnership with the architectural firm Queeste based in The Hague. Various scenarios were worked out, all of which are based on closing regional offices. The entire organisation had to be housed at one central location. This way, the housing would be much more sustainable, modernisation of the housing would be possible, and costs would be reduced.
